BRIZLINCOTE PARISH COUNCIL MEETING
Minutes of Brizlincote Parish Council Meeting held at Violet Way Academy and Nursery on Thursday 17th January 2019.

Borough Councillor Bernard Peters (part), County Councillor Conor Wileman (part), Mrs Rita Page and Mr Andrew Gumb prospective new Councillors.
Public session
Two prospective new councillors attended- these were Andrew Gumb and Rita Page. Mr Gumb left the meeting while Mrs Page discussed her reasons for wishing to become a councillor. Mrs Page then left the meeting while Mr Gumb had a discussion with the Councillors. Mr Gumb expressed his
interest in becoming involved with the Parish council. Mrs Page was then asked to join the meeting and the Chairman explained that both parties would be contacted at a later date.

Councillors Karen Hyde, Bob Bidgood, Adrian Cowan and Barbara Roe (Clerk).
143/19 Declarations of interest
There were no declarations of interest.
144/19 Minutes of previous Council meeting (20th December 2018)
Approval of the minutes (20th December 2018) was proposed by Councillor Robin Ludford-Brooks and seconded by Councillor Lynne Campion. Councillors Brian Judd and Peter Marston abstained as they were
not at the meeting. Minutes were approved.
145/19 Chairman’s address:
The chairman underlined that although we had two suitable candidates, we currently have only one vacancy for a parish councillor. The decision regarding the successful candidate would be discussed later in the
meeting.
146/19 Report by County Councillor
Councillor Conor Wileman reported as follows:
• The School Crossing area in Violet Way had been designated a “High Risk” area as part of a survey
undertaken by (Staffordshire County Council. As a result, Councillor Wileman would investigate what funding could potentially be made available to address the situation by providing an ongoing safe
crossing area.
• The traffic roundabout in Beaufort Road adjacent to Tesco Express is due for reorganisation in March this year in order to assist with the control of traffic in this area.
• Trent Valley Partnership have been granted a £2.7 million lottery bid for development of the Trent Valley between Tamworth and the River Dove with a percentage of this being allocated to development of the Washlands in Burton.
147/19 Report by the Borough Councillors
Councillor Peters said that he had no comments at this time.
Councillor Colin Wileman reported a complaint made by an elderly resident regarding non-return of a refuse bin – this was addressed.
152/19 Pedestrian Crossing
Councillor Ludford-Brooks proposed that we move to this Agenda item while Councillor Conor Wileman was in attendance and this was agreed.
Councillor Conor Wileman reported as follows:
Following a survey(s) and previous discussions which had been undertaken regarding difficulties crossing Stapenhill Road due to traffic issues, he reported that he was keen to work towards enabling a crossing (type
to be decided) to be sited within the vicinity of the Hollows. A meeting would be scheduled to potentially progress this following allocation of budgets in February. There was a discussion by the Councillors regarding a perceived need for a further pedestrian crossing near Elms Road to link the Nature Walk to the Washlands.
It was agreed that the Parish Clerk would be asked to forward an official letter to Councillor Wileman endorsing the requirement for a crossing. Action: Clerk
148/19 Finance
Councillor Judd proposed all finance was paid; this was seconded by Councillor Marsden and approved by all.
149/19 Nature Walk
All sign posts are now installed, and the one that was damaged has been repaired. However, several of the posts have some play on them, and we need to ask Reflex that these are concreted in firmly. Councillors
Colin Wileman and Robin Ludford–Brooks will inspect them and progress this with Reflex. Action: Chairman and Councillor Ludford Brooks.
A possible boardwalk by the pond is being considered. Due to the cost, partners will be sorted to share the outlay. The Neighbourhood fund, Borough Councillors funds, and other sources will be investigated. The
boardwalk would be of recycled plastic, as it is more durable and less prone to vandalism.
150/19 Art Competition
Councillor Campion confirmed the following: Schools taking part are:
Tower View (Junior school) Paulet and Robert Sutton (Senior schools)
Entries have been collected and are being held by the Chairman prior to exhibiting at the Brewhouse from Saturday 2nd February- Saturday 16th February when final judging by the Mayor and Mayoress will take place.
A copy of the poster will be forwarded to the Brewhouse with a request that they advertise the event.
Councillors were invited to assist with arranging the display at the Brewhouse on 2nd February at 11.00 am.
A short list of 15-20 entries will be drawn up on the 2nd February and the schools will be advised of which entrants are included and invited to attend on the 16th February along with parents or guardians/staff
members from the schools and Brizlincote and Stapenhill Parish councillors.
The Burton Daily Mail will be informed of the event and asked if they wish to cover it.
The Chairman has arranged catering for the 16th February. Attendees have been asked to arrive by 12pm prior to judging which will take place at 1pm.
A future discussion was proposed regarding whether it might be preferable to hold the Arts Competition during the later summer term in order to fit into the school year at a time when more schools may be able to participate.
151/19 Decision on New Councillor
Following extensive discussion, it was decided that Rita Page should be invited to join the Council. The clerk will write to her in due course. Action: Clerk
152/19 Pedestrian Crossing – see above
153/19 Planning
Planning Applications for properties on Stapenhill Road and Malvern Road were discussed, there were no objections
154/19 Correspondence
As the Clerk was not present no matters were raised
155/19 Clerk and Members Reports
Councillor Ludford-Brooks had reported overflow drain problems by Stapenhill Hollows earlier in the meeting to County Councillor Conor Wileman. Councillor Campion Reported Dog fouling and litter problem on Astil Street, Woods Lane and other roads
nearby. Councillor Colin Wileman will see if a clean up by the Borough contractors can be arranged.
Councillor Judd asked if the Neighbourhood plan can be put on the Agenda. This will be arranged following the next meeting of the appropriate working party
