MINUTES OF THE MEETING OF BRIZLINCOTE PARISH COUNCIL
EXTRA ORDINARY MEETING, 13TH JANUARY 2021, COMMENCING 6.00 P.M.

3/13-1-21 – The Bridge
Offer of £2K from the National Forest (with matched funding of £2.5K from the parish council and/or other partners (net of VAT)).
There was a discussion about the repairing of the bridge. It was noted that the proposed design was acceptable. It was like the existing bridge, double handrail.
Members were reassured that the timescales would meet the funding timescales.
Proposal from Cllr Ludford-Brooks that council accepts the offer of £2K from the national forest. This was second by Cllr B Judd.
Resolved: that the funding would be accepted. Clerk to process acceptance on behalf of the council.
4/13-1-21 – The Mini Nature Trail
- To consider applying for a grant from Transforming the Trent Valley for phase 1 of the mini nature trail.
The chair requested that the vice chair chaired this item on the agenda.
The vice chair informed members that this agenda item was in two sections but were in tandem.
The vice chair asked Cllr Campion to submit her proposal to members for part a.
Cllr Campion proposed that the council submitted a grant application to the Transforming the Trent Valley (deadline was early February 2021) for £2K for phase 1 of the mini nature trail. She explained that the remit was to develop the area by the river. This project fitted in with Transforming Trent Valley objectives in relation to biodiversity and their educational objectives.
In principle they were happy to support. Cllr Campion explained that if the application were unsuccessful, they would explain why. The council could apply again in 12 months’ time. The project would include the introduction of notice boards, way marking discs, as well as wildlife enhancements such as bird/bat boxes, and bug boxes/hotels.
Cllr Campion explained that she would also have to discuss this project with ESBC as it is their land. They had confirmed that in principle they were happy with the proposals.
Cllr Campion proposed to apply for the grant from Transforming Trent Valley and Cllr Ludford-Brooks second the proposal.
The vice chair gave members to make comments and ask questions and for Cllr Campion to respond.
Members felt that a map could be a useful addition as well as litter bins. There was a concern about the area flooding and as such the impact on the structures being introduced. A member wished it to be noted that the potential total cost of the project would be worth having as some of the proposals were costly.
It was noted that the area floods and that appropriate locations and materials would be sourced to take this into consideration. The information boards etc will be set into concrete. Any wildlife improvements such as bird boxes etc, would be sited in the correct locations, for example bird boxes would be high up on the trees. Additional litter bins, subject to budget would be an excellent addition.
The vice chair requested that a vote be taken.
Cllr R Bidgood wished to abstain when voting took place.

- Brizlincote parish council to agree to an initial spend of £2K, towards Phase 1 leading into Phase 2 if costs allow for the mini nature trail.
Following initial discussions, Cllr B Judd wished to propose an amended motion, to agree to an initial spend of £2K for phase 1 of the nature trail for which they are asking TTTV to match fund. This was second by Cllr Trivedy.
The Vice Chair invited Cllr Campion to answer some questions raised.
The Vice Chair also informed members that when a vote was taken, it will be for the amended proposal and if that is carried that will become the motion. If the motion is defeated, then the initial motion will be taken to vote.
Cllr Campion confirmed that she accepted the amended proposal. Cllr Marsden who second the initial proposal also accepted the amendment.
Cllr Campion confirmed that other funding would be explored.
The Vice Chair requested that a vote be taken. Cllr K Hyde wished to abstain.
Resolved: that Brizlincote parish council has agreed to an initial spend of £2K for phase 1 of the Nature Trail for which they are asking TTTV to match fund.
The Vice Chair confirmed that the Chair would now continue with chairing the meeting.
5/13-1-21 – Working groups.
- Local resident to be co-opted to working groups.
Co-option of the resident onto the working groups website/facebook and nature trail was proposed by Cllr Cowan and second by
Cllr B Judd.
Resolved: that the resident joins the working groups as agreed.
- Cllr Trivedy to join working groups, Parish plan, Youth/children and Nature Walk.
Proposed by Cllr B Judd and second by Cllr R Bidgood.
Resolved: that Cllr Trivedy joins the working groups as agreed.
Cllr Moss kindly confirmed that this information would be displayed on the website.
The Chair thanked everyone for their attendance and the meeting was closed.
