Members of the public are welcome to attend meetings of the Council. Questions may be put to the Council during this session for 15 minutes.

MEETING, 10TH DECEMBER 2020, 6PM VIA THE PLATFORM ZOOM

2/10-12-20 New member
The Chair welcomed Cllr J Trivedy to the council following his recent co-option appointment to the parish council.
3/10-12-20 Declarations of Interest – None submitted
4/10-12-20 Minutes of the Council Meeting, 19th November 2020
Proposed by Cllr B Bidgood and second by Cllr R Ludford-Brooks that they were an accurate record.
Resolved: that the minutes of the meeting of the 19th November 2020 were approved as an accurate and factual record.
5/10-12-20 Chairs Report
Chair confirmed that the reason for the request for pre-meeting reports from BC and CC was to enable Q & A and ease of use of on a platform such as Zoom.
A decision was taken was to cancel Christmas trees due to time constraints. It had been advised that best practice was to have the location surveyed to ensure that no pipes and cables were present. It was agreed that we would write to Open Spaces in early 2021 to ask for permission to place trees in consecutive years at an agreed location prior to having a survey.
The council were advised that it had been necessary to purchase a new parish council laptop due to problems with the locum clerks’ laptop.
It was agreed that councillors could send the clerk notes on their items discussed at the meeting.
It was agreed that any training that councillors attended, any learning materials will be circulated to members and kept in a central file.
6/10-12-20 Report by the County Councillor and Borough Councillors.
Borough Cllr B Peters report was presented.
Street signage is still being addressed by the enforcement officers.
Leaves on footpaths were raised. Borough Cllr Peters kindly offered to investigate this.
The council wished to thank Borough Cllr Peters for resolving the work on Grafton Road.
It was anticipated that there could be some disruptions around Grafton Road in the New Year.
Borough Cllr B Peters left the meeting at 6.30 p.m.

Resolved: that the budget would be accepted for financial year

Resolved: that the precept would be submitted to the billing authority for £14623.14 which results in a tax freeze.

Planning applications for consideration
P/2020/01233 – Ryder House
P/2020/01382 – 7 Windsor Drive
P/2020/01223 – 7 Genista Close – concerns to be submitted with the following points – the height of the proposed fencing and the removal of a public open space to a residential garden. A planning condition suggestion to also be submitted to the planning officer that no additional buildings can be introduced on this open space, no house extensions to preserve the street scene.
Cllr Cowan joined the meeting at 18.28 pm.
A member raised a concern in relation to 53 Spring Terrace Proposals.
The clerk was requested to advise Highways enforcement, County Cllrs Conor Wileman and Syed Hussain that parking at the junction of Spring Terrace Road and St. Peter’s street is a safety issue and is illegal.
9/10-12-20 Community engagement

The initial circulation was only a draft. The document for approval will be presented at the January meeting.
Members made the following suggestions: –
– Friends of Scalpcliffe Wood could be included.
– logos to be modified.
– a description of each group to be included.
- information on the website should be the same as the leaflet.
- Christmas Lights Extravaganza – Cllr K Hyde
Resolved: that no more than £100 will be spent on the competition publicity and prizes.
10/10-12-20 The Nature Walk Bridge – Cllr Ludford-Brooks
Motion for the parish council to spend up to £3000 towards the cost of replacing the Nature Walk Bridge subject to matched funding from other sources. Cllr R Ludford-Brooks proposed the motion, Cllr L Campion second.
The clerk was asked to contact the landowner regarding access to the footpath leading from the bridge to the end of Strata homes.
Cllr B Bidgood and K Hyde wished to abstain
Resolved: that the parish council approve expenditure of up to £3000 for the bridge refurbishment with the remaining to be made up with grants.
11/10-12-20 Officer report/correspondence

12/10-12-20 Members’ reports
Cllr B Marsden asked members thoughts on including vet advice in future newsletter publications. It was agreed that this would be an agenda item for early 2021 meeting meetings.
Cllrs R Ludford-Brooks and A Cowan also suggested advice/expertise from vets rather than a particular surgery. Cllr B Marsden suggested that key vet advice would be especially useful for animal lovers, particularly as some animal diseases can be serious.
Cllr Cowan suggested that a note could be added to the newsletter thanking contributors, but they remain anonymous.
Cllr Trivedy suggested an article from local doctors to be considered for future newsletter articles too.
Cllr K Hyde advised members that they needed to be mindful that the last newsletter was 8 pages long.
Cllr S Moss gave an update on what articles were of interest to residents when evaluating Facebook. It was noted that interest was increasing.
