Minutes of Brizlincote Parish Council Meeting held at Violet Way Academy and Nursery on Thursday 21st March 2019
Present
Chairman, Councillor Colin Wileman, Vice Chairman, Councillor Robin Ludford-Brooks, Councillors Brian Judd, Bob Bidgood, Adrian Cowan, Sarah Moss, Barry Marsden, Peter Marston, Karen Hyde and Lynne Campion

173/19 Apologies
Apologies had been received from Councillor Page.
174/19 Declarations of Interest
There were no declarations of interest.
175/19 Minutes of previous Council Meeting (21st February 2019)
Approval of the Minutes (21st February 2019) was proposed by Councillor Marston, seconded by Councillor Bidgood and approved by all excepting Councillors Hyde and Campion who were absent from the last meeting.
176/19 Chairman’s Address
The Chairman welcomed everyone to the meeting.
He then went on to inform the Council that he was resigning as both Chairman and Parish Councillor. His reasons were partly because his new business was demanding much of his time.
Also, subject to the forthcoming election, he could possibly become Mayor, which again would take up a lot of his time. He said it had been an honour to be Chairman and thanked Vice Chairman Ludford-Brooks and the Clerk for their help and support and thanked all Parish
Councillors old and new. He said he would continue with the Brizlincote Volunteers and the Nature Walk. He said he was always available to give advice. He then handed over to the Vice Chairman to continue the meeting. Councillor Ludford-Brooks said it was with sadness that we saw Councillor Wileman leaving but we would soldier on without him. He said we would need someone to stand in as Vice Chairman until the next meeting. Councillor Judd said he would do it until the election.
177/19 Report by the County Councillor
As County Councillor Conor Wileman was not present, there was nothing reported.
178/19 Pedestrian Crossing
As the County Councillor was not present, nothing was reported.
179/19 Report by the Borough Councillors
Councillor Peters said in the previous meeting he had been asked to look at the mud issue in Grafton Road. He said he had passed the contact email address to the Clerk.
The Clerk said she had emailed David Ward of ESBC who had visited the site and provided her with a report on his findings, which the Clerk had circulated to all the Councillors. However, since then the Clerk had received two further reports on the poor state of the road. After discussion, the Chairman said whoever saw further evidence of mud on the road, it should be reported to David Ward. Action: All Councillors
Councillor Peters also reported that further up in Violet Lane, there was a gateway through which tractors were entering and exiting and leaving mud. Councillor Wileman said he believed it was used by the farmer who could no longer go through the Grafton Road development.
Councillor Wileman said he had received a complaint from a resident regarding rats in Darwin Close. These were believed to be from a neighbour who kept pigeons. Councillor Wileman said he was dealing with it. Action: Councillor Wileman
Councillor Wileman said that there was to be a litter pick in Scalpcliffe Wood at 10.00 am on Saturday 23rd March if anyone wanted to help.
180/19 Finance
Councillor Hyde suggested the invoice from Reflex for the repair of the finger posts should not be paid as the goods supplied were not fit for purpose. Action: Clerk to write to Reflex and suggest a site meeting.
It was proposed by Councillor Cowan that all other finance should be paid, seconded by Councillor Marston and approved by all.
181/19 Election
This agenda item was postponed enabling the Councillors to complete their forms at the end of the meeting.
182/19 Nature Walk
It was agreed by all that a Motion to ring fence funds towards this project should be suspended until after the election. Action: Clerk to put on a later agenda
183/19 Brizlincote Newsletter
It was agreed that everything would be prepared for the May meeting for distribution at the end of May. This was proposed by Councillor Cowan, seconded by Councillor Bidgood and agreed by all. Action: Clerk
Councillor Cowan reminded the Clerk that she should be getting in quotes from other printers.
Action: Clerk 184/19 Brizlincote in Bloom
It was agreed that the closing date for this year’s competition would be 12th July and the judging date would be 21st July. As the Newsletter was going to be late it was decided that the Clerk would produce a poster to put on the website, it would also go in the notice boards and other
areas. This was proposed by Councillor Ludford-Brooks, seconded by Councillor Campion and agreed by all. Action: Clerk to produce a poster
185/19 Speed Controls within Brizlincote
It was agreed that the Motion for this would be suspended until after the election.
186/19 Art Competition
Councillor Campion said we were still waiting for one consent form before we could produce the photos, she believed the child was absent from school due to illness. She said would be writing to the schools for suggested new dates.
187/19 Neighbourhood Plan
Councillor Ludford-Brooks thanked Councillor Hyde for her work on this. He said they were not ready to put forward a proposal yet, but this will be submitted very early into the next Council.

P/2018/00039 – Conversion of existing garage – 46 Derwent Road, DE15 9FR
The clerk had also received a response to the Parish Council’s letter objecting to the application for a new premises liquor licence for garage on Ashby Road. The letter could not be accepted as it was received after the closing date.
189/19 Correspondence
There was no correspondence to report.
190/19 Clerk and Members Report
Councillor Marsden reported the number of cyclists on pavements. Councillor Campion said this problem extended from the Post Office all the way along Woods Lane and many of them had no lights. The main time it was occurring was between 17.00 and 19.00 all year round. It was agreed that Councillor Marsden would take this matter up with our WPCSO when she next attended a meeting. Action: Councillor Marsden Councillor Campion said the trees around Marlborough Crescent aren’t being managed.
Councillor Wileman said he would check with ESBC to see if this was a conservation area.
Action: Councillor Wileman.
The Clerk reminded the Council that the APM was to be held on the 11th April and the AGM on the 16th May which would be followed on by the normal Parish Council Meeting.
181/19 The Election papers were then completed by all the Councillors, excepting Councillor Page who was absent. The Clerk said she would take them to the Town Hall on Monday. Action:
