At the start of the meeting, in the public session, there will be a presentation to the winners of Brizlincote in Bloom.

BRIZLINCOTE PARISH COUNCIL MEETING
Minutes of Brizlincote Parish Council Meeting held at Violet Way Academy and Nursery on Thursday 19th September 2019.

Chairman, Councillor Robin Ludford-Brooks, Vice Chairman, Councillor Brian Judd and Councillors Robert Bidgood, Peter Marston, Barry Marsden, Lynne Campion, Rita Page, Sarah Moss and Walid Qneibi
Public
Borough Councillors Colin Wileman (part) and Clerk Barbara Roe + one member of the public.
Public Session – During the public session presentations were made and photographs taken of the winners of Brizlincote in Bloom and Sue Priest the Judge who worked with Councillor Bidgood to decide the winners.
The Council was then approached by a member of the public to discuss a problem with a lamp post on the Croft. This lamp post was only working intermittently. He had reported it to Staffordshire County Council twice and on both occasions he was told that the Croft was an unadopted road and that the lamp post did not belong to them.
He was querying this as it had been replaced three years ago and late last year it had been cleaned it at the end of last year. It was also marked with a ‘T’ number which meant it belonged to SCC. Borough Councillor Wileman took the details and the photographs
provided to pass on to our County Councillor. Action: Councillor Wileman.
71/19 Apologies – apologies were received from Councillor Hyde who is on long term leave and Councillor Cowan and Borough Councillor Peters.
72/19 Declarations of Interest – no declarations were received.
73/19 Minutes of previous Council Meeting (15thAugust 2019) – the minutes of the August Parish Council meeting held 15th August 2019 were proposed for acceptance by Councillor Qneibi, seconded by Councillor Bidgood and approved by all apart from Councillors Moss and Campion who were absent from the last meeting.
74/19 Report by the County Councillor – County Councillor Conor Wileman did not attend so no report was received.
75/19 Report by the Borough Councillors – Borough Councillor Bernard Peters had sent his apologies.
Borough Councillor Wileman said he had been to meet the resident of 55 Wetherell Road who was concerned with the building taking place in Brizlincote Lane where a house is being re-modelled, and the footings go right up to his fence and some trees had been cut down.
Councillor Wileman said the resident had planning permission and he was allowed to build up to 4 metres high. Also, there were no TPO’s on the trees.
He had also visited the resident at No 59 Wetherell Road who had concerns about plans for two new houses on Brizlincote Lane. Her concern was where the houses would be placed on the land and, if they were three storeys high, they would overlook her property. There were also concerns about opening the flood gates to other people wishing to do the same
and traffic.
Councillors reported to Councillor Wileman that water was building up again in the sump area in Grafton Road. Councillor Wileman said he would follow it up and investigate what was happening with the hydro-brake. Action: Councillor Wileman
He said he was really happy to report the Brizlincote had attained Level 5 – Outstanding (the equivalent of gold) in the Burton in Bloom competition – last year we won Level 4 – Thriving.
Councillor Wileman said this was achieved with very few volunteers, we desperately need more volunteers.
76/19 Flooding in Grafton Road – Councillor Wileman said that Seven Trent had pumped out 48,000 gallons of water from the sump area and were going to investigate if there was a problem with the hydro-brake, he was going to follow this up. Action: Councillor Wileman
77/19 Nature Walk – Councillor Wileman has now repaired the bridge on the Nature Walk and the Councillors expressed their thanks for this. Councillor Judd spoke about an email the Clerk had circulated to everyone on Transforming the Trent Valley and the Clerk was
requested to invite them to set up a separate meeting for all to attend. Action: Clerk
78/19 Parish Plan – The Glebe has been booked for a meeting for all Parishioners to attend on 10th October at 7pm. The Clerk was asked to invite Naomi Perry of ESBC, Andy Mason and Marie Jones. The aim was to send out as many posters as possible. Councillor Lynne Campion was to join the working party and a meeting was to be arranged in the next couple of weeks at the Grove. Action: Clerk
79/19 Notice Boards – The Clerk had received two quotes for the new notice boards – one from Pete’s Printing and one from Hardy Signs. She had asked Reflex to quote but they had not come back to her. As the quote from Pete’s Printing was cheapest and the Council was happy with his work it was decided to give him the order – proposed by Councillor
Marston, seconded by Councillor Judd and approved by all. Action: Clerk to order
80/19 Newsletter – The final draft of the Newsletter was approved – it was proposed by Councillor Marston, seconded by Councillor Campion and approved by all. Action: Clerk to send to printers.
81/19 Name Badges – it was proposed by Councillor Marston that we use Pete’s Printers for the next order, this was seconded by Councillor Judd and approved by all. Action: Clerk to contact printers.
82/19 Facebook Page – It was decided that Councillor Qneibi, Campion, Page and Moss would be the working party on this and they were asked to investigate setting up a page for the Council and make a proposal. Action: Facebook Working Party
83/19 Repair of Bench outside of the Post Office – The Chairman reported that the bench was in a state of disrepair and could be dangerous. He asked if it belonged to ESBC and Councillor Wileman said he would look into it. Action: Councillor Wileman
84/19 Art Competition – Councillor Campion reported that a letter (email) had been sent out to the different schools asking for their input as to what form the competition should take.
The aim was to launch the competition in October. She had received replies from three schools who hadn’t entered the competition before. Robert Sutton had offered to extend the invitation to other schools but as these were not in Brizlincote this offer would be declined.
Councillor Campion asked if we were having the same as last year or a variance? Councillor Judd suggested that Councillors Campion and Moss came up with their ideas. Councillor Campion suggested more prizes with a lower value. The Clerk was asked to contact the cinema and see if they did a family ticket deal. Action: Clerk
85/19 Planning – The Clerk was asked to write to ESBC about the proposed houses in Brizlincote Lane as it could open up the way for other applications which in turn could lead to over-development. This was proposed by Councillor Judd, seconded by Councillor Page
and approved by all. Action: Clerk
86/19 Finance – All items were approved for payment – proposed by Councillor Judd, seconded by Councillor Marston and approved by all.
A Grant Aid application had been received from Friends of Scalpcliffe Wood. Various queries were raised regarding this application and it was proposed by the Chairman that the Clerk write to them listing the queries and inviting them to come to the next meeting. This
was seconded by Councillor Judd and approved by all. Action: Clerk
87/19 Correspondence – the Clerk had received a letter from St Peter’s Church asking if we wished to participate in the service for Remembrance Sunday this year. It was agreed that Councillors Ludford-Brooks, Judd and Bidgood would attend and a wreath would be ordered via the British Legion Website. It was also decided that we would support Winshill
again this year – the Clerk would contact Mr Robert Baker and Councillor Campion would attend. Action: Clerk
88/19 Clerk and Members’ Reports – No matters were raised.
The meeting closed at 21.00.
The next meeting will be held at 19.00 on Thursday 17th October 2019.
