Minutes of Brizlincote Parish Council Meeting held at Violet Way Academy and Nursery on Thursday 20th December 2018.

Public Session
During the public session, a deputation from Stapenhill Scouts gave a presentation on their proposed new Scout building. They said that the planning permission had been refused but gave their reasons why they
intended to appeal. A member of the public asked questions and then the meeting was drawn to a close due to lack of time.
128/18 Apologies
Apologies were received from the Councillors Brian Judd and Peter Marston.
129/18 Declarations of Interest
There were no declarations of interest.
130/18 Minutes of the previous Meeting (15th November 2018)
Approval of the Minutes of 15th November 2018 was proposed by Councillor Bidgood and seconded by Councillor Hyde and approved by all apart from Councillors Cowan, Moss and Marsden who were not present at the last meeting.
PCSO Ingrid Smith – as there was no time in the public session, PCSO Ingrid Smith was allowed to speak at this time. She gave the meeting facts and figures on crime which the Clerk will circulate to the Councillors.  The vandalism on the new finger posts was discussed and she said she would take a look.  The Chairman also said a member of the public had been approached by someone in a hoody asking for her
mobile phone but had been scared off by her dog. The PCSO said this crime had not been reported and that it was imperative that these crimes are reported on 101.
131/18 Chairman’s Address
The Chairman welcomed the new Councillors and wished everyone a happy Christmas.
132/18 Report by County Councillor Conor Wileman
County Councillor Conor Wileman reported on the possible solutions for the funding of the Crossing Patrol.
One solution could be found through the business rates scheme but that would only be for one year.
Brizlincote is well used and on a busy road near a roundabout – it will be scored and looked at to see if safety is something that gives cause for concern. Another solution would be to pool resources between the school, Parish Council, and County Council. Another idea would be to have a pelican crossing which could be favourite as it was a one-off expense.
Councillor Cowan said one of the concerns is that the crossing, along with the one further up, cause congestion. The solution could be to determine the number of people crossing the road to go up to the school and railings erected to make pedestrians walk to the crossing. Councillor Wileman said he was going to have a look at each site.
At the suggestion of Councillor Cowan, Councillor Wileman agreed that a footfall survey of children using the Violet Way crossing would be a good idea.
Councillor Moss said she felt it incredibly important to have something for Violet Lane.
The Chairman said that the children’s safety is paramount.
133/18 Report by Borough Councillors
Borough Councillor Bernard Peters said he had visited the Grafton Road development and they had confirmed that the first five houses would be built just inside the entrance early next year. At this time the
sales office would be moved over to the site.
He said he had been contacted by quite a few people concerned about the amount of cars parking with two wheels on the pavement. Councillor Marsden said, as a partially sighted person, he would be quite happy to walk round with Councillor Peters.
He said dog fouling was still a problem.
Councillor Cowan said, following his report in an earlier meeting, regarding his concerns about mud on the road near the Grafton Road development, the vehicles were still leaving mud and this needed to be looked at. Councillor Peters said he would investigate this.
Councillor Cowan said there was also a sign saying the footpath was closed – the Chairman said he would investigate this.
The Chairman said he had reported a complaint he had received to County Councillor Wileman. The complaint was about the residue left on the road when wheelie bins were cleaned. County Councillor
Wileman said he was looking into this.
134/18 Finance
The Clerk reported she had received another invoice since the Agenda went out and this needed to be added to the payments. Councillor Cowan proposed all finance was paid, this was seconded by Councillor Campion and approved by all.
The Precept was then discussed. The estimated spend figures had been sent out to all the Councillors and the Clerk suggested the Councillors agreed to the Precept figure offered by the Council of £14,306.12 plus
the Grant of £546.00, this was proposed by Councillor Cowan, seconded by Councillor Ludford-Brooks and agreed by all.
135/18 Neighbourhood Plan
The Clerk had previously issued the comments on the questionnaires received so far, this would be looked at again once more questionnaires had been received.
The Working Party had held a meeting with Naomi Perry of ESBC who had introduced them to Development Orders which could work instead of a Neighbourhood Plan and still keep in tune with the electorate.
136/18 Nature Walk
The leaflets that had been left in the Co-op, Tesco and the Elms were constantly having to be replenished which was a good sign.
137/18 Newsletter
It was proposed that we contact three printers requesting tenders and sending them a sample. They would be given 28 days to respond. Proposed by Councillor Cowan, seconded by Councillor Ludford-Brooks and agreed by all.
138/18 Art Competition
Councillor Campion reported that submissions had been received from three schools. The Chairman said he would organise the Brewhouse to display the entries and book the Mayor who hopefully would choose the winners and do the presentations.
It was suggested that towards the end of the summer term may be a better time for the competition, this was to be decided.
Stapenhill Parish Council had given a donation of £100 towards the prize fund but Winshill had declined as they had not been involved in the planning of the competition.
139/18 Grit Bin in Marlborough Crescent
The grit bin was now in place and filled. The Clerk gave Councillor Campion a letter for The Grove to thank them for their help.
