Minutes of Brizlincote Parish Council Meeting held at Violet Way Academy and Nursery on Thursday 15th November 2018

Public Session
During the Public Session the Councillors had a discussion with Sarah Moss who had shown and interest in becoming a Councillor. She was asked to leave the meeting briefly to enable the Councillors to make a
decision. She was then invited back into the meeting and the acting Chairman said the Council were pleased to offer her the position as Councillor which she accepted. Once she has signed the necessary papers, she would become a Councillor.
113/18 Apologies
Apologies were received from the Chairman and Councillor Cowan.
114/18 Declarations of Interest
There were no declarations of interest.
115/18 Decision on New Councillor
As above, Sarah Moss agreed to join the Council and once the co-option papers are signed, she would become a Councillor. Proposed by Councillor Marston, seconded by Councillor Judd and approved by all.
116/18 Minutes of the previous Meeting (18th October 2018)
Approval of the Minutes of 18th October 2018 was proposed by Councillor Marston and seconded by Councillor Hyde and approved by all apart from Councillors Judd and Bidgood who were not present at the last meeting.
117/18 Chairman’s Address
Acting Chairman Councillor Ludford-Brooks gave the Chairman’s address on his behalf.
‘Thank you all for attending the meeting this evening, I’m sorry I can’t be with you. I’m going to start by saying how impressed I’ve been with the efforts of Councillor Pete Marston. His work on the speed indicator devices has been excellent and I know he’s spent many many, hours working on this project. Hopefully you’ve all had chance to read the information Pete has sent out, so you can make an informed decision. On this issue I believe it is important to remember we make the decision on behalf of the people of Brizlincote and in their interests only. You should soon be receiving your Newsletters for delivery, so I thank you in advance for walking your legs off around Brizlincote. Just think of how fit we are all going to be. I’m going to end by thanking those who represented our PC on Remembrance Sunday, it was of course 100 years since the end of the 1st World War (the Great War). With horrible loss of life on all sides, it’s always a very important occasion and I’m pleased we marked it with such great respect.

118/18 Report by County Councillor Conor Wileman
As Councillor Wileman was not present there was nothing reported.
119/18 Report by Borough Councillors
As neither of the Borough Councillors were present there was nothing reported.
120/Finance
Councillor Judd proposed all finance was paid, this was seconded by Councillor Marston and approved by all.
121/ Neighbourhood Plan
It was agreed that this item would be placed on a future Agenda once the Working Party had held a further meeting to ascertain costs and options to enable them to put forward a motion. Councillor Judd said he wished to remain in the working party but would not take the lead. Action: Working Party
A decision would be made in the next meeting as to how we handle the input from the questionnaire.
122/Nature Walk
The Vice Chairman reported that the Nature Walk had been completely cleared and they were now just waiting for the Finger Posts. It was agreed that a map would be placed on the website. Action: Clerk
123/Speed Signs
Councillor Marston had sent out draft information on this item. After extensive discussion it was concluded that the costs did not justify the benefits. This was proposed by Councillor Marston, seconded by Councillor Judd and agreed by all. The Clerk was asked to write to Winshill Parish Council on the decision. Action: Clerk
124/Newsletter
There had been various problems with the Newsletter and although it had now been printed there was now a hold up on the questionnaire which was due to go out with it.
It was agreed that Councillors Bidgood and Hyde would jointly take on the sorting of the delivery of the Newsletters to everyone and a thank you letter would be sent to John Hoddy for all his hard work. The Clerk
said she would send the distribution list to them. Action: Clerk
125/Art Competition
Councillor Campion reported that a letter and poster had been sent out to 10 schools. She had 2 firm commitments and one possible. She said would follow up with the others.
The Clerk reported that she had heard from Stapenhill Parish Council who would confirm their interest following their meeting but had heard nothing from Winshill Parish Council.
126/Grit Bin in Marlborough Crescent
Following on from the poster that had been placed in the Grove by Councillor Campion, there were now ten volunteers, including the landlord and landlady to distribute the grit. The Clerk had written to Highways who had responded to say they would now order the bin.
127/Planning
The Clerk had received one application:
P/2018/01366 – Conversion of existing attached garage to form additional living accommodation and erection of a detached garage – 36 Celandine Close, DE15 9JX – the clerk asked the Councillors to take a look at this and let her know if they felt any action was necessary. Action: Councillors
Regarding P/2018/01269 – Outline application for the erection of one dwelling including formation of new access – 3 Marlborough Crescent, DE15 9DE – many of the Councillors felt this was outside of the build line so the Clerk had drafted a letter. This was approved at the meeting. Action: Clerk
112/Clerks and Members Reports
Following discussion with Mr Andy Gadsby, Group Leader of 16th Burton (Stapenhill) Scout Group, it was agreed that a deputation of approximately 8 people would attend in the public session of our December meeting to talk about the proposed planning application.
The Clerk had contacted the owners of the Tesco Express site in Best Avenue following complaints about the poor signage on the entrance and exit. She had received a response to say that the signage on the
tarmac was being re-worked. The County Councillor had written back to say he felt it also needed a sign post.
The meeting closed at 20.49.
