Resolved: that the minutes of the meeting of the 15th October, 2020, were an accurate and factual record

5/19-11-20 Chairs Report
Remembrance Sunday – St. Peter’s church and town Cenotaph wreaths were laid and one passed to St. Marks Church Winshill who laid this on behalf of Brizlincote Parish Council. Formal thanks have been received.
Support Staffordshire have contacted the parish council wishing to enquire about Volunteer groups locally as they are looking to formalise ongoing activities.
A Zoom meeting has taken place with a young resident enquiring about the potential for a skatepark which was discussed by the Chair with Open Spaces who felt this was not an option. It was noted that this age group is not catered for locally and the PC should consider any alternatives which could be suggested going forward. The young resident, his peer group and his parents were signposted to the Parish Plan working group in order to have an input in the development of the Parish.
6/19-11-20 Report by the County Councillor and Borough Councillors
Reports were received from visiting councillors
County Councillor C Wileman informed council that the A511/Beaufort Road roundabout carriageway repair work taking place w/c 30 November. Some disruption will occur for one day.
He gave an update on junction improvements to Grafton Road/Violet Way/Beaufort Road junction – still no date for the work but he would continue to lobby for a partial closure only.
Borough Councillor B Peters confirmed that he had reported to the relevant agencies the removal of signage on street signs, ASB by pupils in Paulet school uniform, throwing mud at cars and riding cycles at speed on pavements.
Tutbury Drive has confused house numbers with Grafton Rd house numbers. Delivery by couriers such as Amazon have being mixing deliveries. The gullies in the water flow on the Strata homes development are being reviewed. Children are starting fires near to Brizlincote Hall. Staffordshire police are investigating this.
Borough Cllr C Wileman gave an update on his activities since the last meeting.

Resolved: that two Christmas trees and lights would be purchased, maximum budget £250
8/19-11-20 Planning applications/matters – Cllr R Page
P/2020/01004 – 53 Spring Terrace Road, Change of use
Increased parking issues. The area already has insufficient parking. No parking provision within the application. The proposal is not in line with existing properties/street design. No mention of commercial notice. Concern over possible fire hazards. Safe guarding issues – hosting children’s parties. Who will monitor this? Clerk to submit these comments to the planning officer.

The parish council do not support the removal of the trees without a second opinion on whether they could be saved. Clerk to submit these comments to the planning officer.

a) Good Neighbour Award – Cllr W Qneibi/Cllr L Campion
All candidates have given permission to share their information and stories. Cllr Qneibi suggested a potential meeting in Spring 2021 to present the awards subject to Corona virus restrictions.
b) Christmas Lights Extravaganza – Cllr K Hyde
Resolved: that posters would be displayed.
It was noted that a motion be put forward at the next meeting to approve Christmas lights competition budget.
c) Art Competition – Cllr S Moss
It was noted that more schools may participate next year.
d) Music Competition – Cllr B Marsden
It was noted that plans are still being drafted.
e) Time capsule – Cllr K Hyde
It was noted that items are still being submitted.
10/19-11-20 Nature Walk
a) Tree planting – Cllr A Cowan
It was noted that plans were continuing.
b) Nature walk enhancement (mini walk) – Cllr L Campion
Bridge – Burton College not replied. Now looking to part fund with grants from e.g. National Forest. Staffordshire County Council Climate Change Fund (£500) – also any other potential offers available to us.
Cllr Ludford-Brooks suggested that the parish council proceed with the quotation already received from Drainage Services, which was the best quote in terms of value for money, confirming works just under £5,000 and suggested that the PC would need to provide £1,500. To discuss at the next meeting.

Ongoing with a view to also exploring any grant funding which may potentially be available.
11/19-11-20 Grant working party
a) Grant submissions (TTTV) This is only potentially available for development at the Hollows.
It was noted that the grants working party would explore grant submissions
b) Support Staffordshire, membership cost £25
Resolved: that the council would process membership, cost £25
c) Grant application request to Brizlincote Parish Council
It was noted that the item would be discussed at the next available parish council meeting as the council needed to resolve what financial contribution the parish council would like to make with a view to also exploring any grant funding which may also potentially be available to the applicant.

It was noted that standing orders would be reviewed at the January meeting. Members were asked to submit comments to the locum clerk by the 7th January

It was noted that residents’ enquiries had been submitted to the relevant partners.
14/19-11-20 Members’ reports
It was agreed that the next Parish meeting would be brought forward to the 10th December.
Cllr. Judd suggested that we should ask Springwood Vets for input regarding looking after pets and how the pandemic may have affected their welfare and that this response could be included in the Time Capsule.
Cllr. Marston and Cllr. Moss will liase on their approach to the vet.
